First off, is it a Wallstreet or a Lombard?

Yes, this behavior is almost certainly related to both batteries being 
dead.  The PMU is getting into an unknown state.  Pulling the AC adapter 
  resets the PMU.

I have observed similar behavior with a Wallstreet with a dead PRAM 
battery.
