I've got a Pismo with Tiger, and I got the irDA working by going into
the network preferences (go to irDA, then irDA modem and hit "show
irDA status in menu bar") and turning it on. I haven't tried linking
it to anything, but the icon animates and it says "discovering" in its
menu when I turn it on.
I don't know if that helps with Panther or whatever you've got, but
it's worth a shot.
