I also agree that your lower memory slot has gone south, a fault of these series of PB G4s and they long out of repair period. In fact, even though a significant number of the 1.25GHz models had the issue, they were not part of the repair program.
Does your PB have a start up sound? That was one of the symptoms of the lower RAM slot failure, IIRC (mine, anyway).
