Yes. This is what you'll want to do.

In the eMac, go into the System Preferences>Sharing and in the
"Internet" tab select Share from "(your internet 3g card)" (or
whatever internet connection you're using) and then select which port
you're sharing to (built-in ethernet or Firewire), and then hit the
"Start" button.

Then connect the iBook to the eMac
