You can't run any OS X with 32MB RAM. You'll need at least a 256MB module, and preferably a 512MB module. You can use any PC66, PC100, or PC133 SoDimm. You'll be most likely to find these cheapest in the PC133 variety.
After you have the RAM, you'll need a larger HD, at LEAST 8 GB, preferably a large as you can find.
After you have both of these, I believe Tiger 10.4.11 is the optimal version of OS X, but it may be hard to install since the 300 MHz is a non-Firewire iBook and the Tiger installer checks for this. Tiger DOES run fine on non-Firewire iBooks as a clean installation (meaning, doesn't need any XPostFacto extensions or files), but getting it installed can be a problem. You can use XPostFacto to install ONLY (meaning, install CLEAN, and DON'T add the XPF files later). Alternatively, if you're going to disassemble the iBook to add a larger HD it's a good idea to install Tiger onto the HD PRIOR to replacement by using another Mac to install onto the HD. If this is too much hassle to install Tiger, you can always install Panther normally.
Note, this iBook will be way too slow for any smooth video playback in OS X, and you might want to use Disable Tiger Features to disable Dashboard for a little greater speed. Other tricks might include killing the shadows in OS X using ShadowKiller, or any of these 99 speed tricks:

If you have sufficient RAM and HD space, OS X can be just "ok" on a 300 MHz iBook as long as you don't need video playback.
