If USB comes in to play, that goes out of the windows (pun intended.) USB uses drivers. Drivers imply platform specific code. The current Mac platform covers 3 processors, 4 if you include legacy 68000. The driver would need to be processor agnostic enough to compile under older PowerPC processors.

If the USB modem is some kind of ADSL or Cable modem or router, you can probably buy a consumer model to replace it.

Companies use USB because it actually reduces install headaches (no, really - if it works, it works usually on an entire platform.)

You could also buy a very cheap PC and use that to connection share. I expect it would be a cheaper option given your listed options. If you can get Linux to work, even better.
