I don't know about the DC board on this one. I have an iBook G3 Tangerine, and it had a faulty DC board. It wouldn't charge unless you placed a weight on the plug, but it never had *those* symptoms. Replaced the board (iBooks are the closest thing to computer tech hell you can get) and that let the thing charge.
My Pismo had a problem similar to the one you described. It would only boot up halfway, then freeze. When it did boot up, it wouldn't sleep properly (just go to black screen and keep whirring). I ended up taking apart the thing—ah, so much easier than the iBook—and carefully reseating the CPU… "and we're back!" Anyway, let us know how the CDs turn out. I'd send it to Brian or a repair place like PowerBookMedic.com if that doesn't work.
