Check the SMTP port specified in Windows is the standard one. If not, that will be it. Otherwise, the server might require authentication - have you tried adding the username/password from the POP3/IMAP server? Check to see what the windows box does. The other thing is - check with his ISP. Do they have their own SMTP server? Some do to avoid spam. They then block all other SMTP server access.
