How are you selecting? There are 3 or 4 different ways. You can use the "C" key to try and force the CD unit to boot. You can use the "Option" Key to get a selection of bootable options. You can use Apple Startup Disk from either OS 9 or OS X. You can also use Open Firmware commands to specify the CD unit.

When you say "linux live CDs", are you certain you've got a PPC live CD?

Sometimes the media disc type that you burn the live CD onto isn't supported by the optical unit, and often firmware updates for the optical drives can add support for a few newer media types. Perhaps try to find a list of all the various media types your specific Combo drive supports and make certain your media is on the supported list. You also might check for firmware updates for your drive, but these normally can't be done on a Mac, you'd need a PC or perhaps Linux to change the firmware of the Combo drive, and this is unlikely to help your problem unless it's a media issue.
