Sounds like a dead PRAM battery to me. I don't have a lot of experience with the Pismo, but I do have a Wallstreet and a Lombard and both acted similarly crazy when the PRAM battery was dead. Once it was replaced, they booted normally. The problem is that all these old Mac laptop PRAM batteries are really expensive, I'd guess you're looking at $20-25 probably unless you can figure out a cheaper replacement option using some alternate battery. I believe the Pismo is the last Mac laptop to use a separate proprietary PRAM battery.
