I just remembered how I was able to find it online. None of the usual websites 
had it, so I took a long shot and went back in time. Go to web.archive.org and 
type in macromedia.com. when you see the list of results, click on one shortly 
after the last version of Flash player was released (I chose 2004). go to the 
page where you download Flash player and it will probably be unable to 
recognize your browser. There will be a link at the bottom of the page for 
other versions, and you will see a chart that will allow you to download both 
the Flash player and Shockwave installer for OS 9. It's a little confusing, and 
since its the Internet Archive it can be pretty slow, but eventually you will 
find the installer.
