Many sites that use flash want the security features, such as to
prevent people stealing copyrighted material, so they are constantly
updating the flash version and you need to latest version to see them.
Its rather stupid because it doesn't really do the job unless the
designer is a flash expert and it is very labor and $$ expensive to
keep up with.

That's nice. Maybe the education sites lack the cash for newest Flash
Designer tools licenses.

But it does seem also that some sites simply refuse to play nice and
won't even try to do the flash unless you have the latest version even
though perhaps the new features are not used.
