Three variables:

1. The battery
2. The charging/power circuitry in the Pismo.
3. The power supply.

A slow charge is, in my experience, due to a dying battery.

Guesswork aside, could be any of the above or all. Try a known-good battery. Try a known-good power adapter. Try a known-good Pismo...
