AFAIK the final PPC version for OS X was 10.1.102.64 which you
should be able to get here:

You want the link that says "(Released 11/04/2010) Flash Player
10.1.102.64 and 9.0.289.0 (126MB)". This was the final Universal
Binary release, and after this the size in roughly half as big which
are all "Intel Only" releases.
