I had an iBook with BGA issue that started up OK. It had stripes on the display which I fixed using the shim method of physically pressing the video chip back against the motherboard, causing a slight bulge in the back plastic of the iBook. I suspect you're correct that if the video chip is so far dislodged that no video displays at all, this would likely cause an iBook to be unbootable, and require a reflow. But if you catch the BGA issue early enough you might get some extra life using a shim.
