Had the same problem once on my 300 mhz Wallstreet. The guy at pbparts.com had me disconnect the keyboard. I did, and the machine started right up. Diagnosis: bad keyboard. Strange thing was, pbparts sent me a bad keyboard which I returned after much whining--they didn't want to give me my money back, they wanted me to take a credit. But I had put my original keyboard back on and the startup problem was no longer present. Strange, but I haven't had a problem since. I've never replaced the power manager either. But disconnecting the keyboard definitely allowed my Wallstreet to startup when I thought it was dead. Prior to disconnecting the keyboard, I tried resetting the open firmware per Apple support.
