Then that user can delete the old user. When you delete a user under OSX 10.2, a disk image is created of that user's home directory and stored in a folder called 'Delete Users'. Double click on that disk image and any user can access the old user's files, I believe. Root account isn't enabled unless you explicitly do so. If you're 'not an expert when it comes to UNIX-type things', I suggest you don't do so.
