I didn't have any problem the few times I used it. You have to remember that
the first time you install OS X, those cache files don't exist initially.
They are created to help the system do its job better. I would bet that this
is the reason why some people suggest that a reinstall of the OS clears some
problems...

Do a search on Version Tracker <http://www.versiontracker.com/> for 'Cache
Cleaner' and you should find it.
