To do the capture, you will need an external device. There are many that are based on USB (which would work with the Lombard), although many people have the opinion the the older PCMCIA card "CapSure" was doing a better job, quality wise. The best setup would be to get a FireWire card and a better, more expensive, true DV-Bridge, like the Hollywood Dazzle. This would let you import digital video from any analog source (like a VCR). But you need to be prepared to have a lot of disk space, as digital video takes about 3.9MB per second. Then, to write a CD or a DVD, you would need a CD or a DVD writer. A CD writer will let you create a VCD, which has about the same quality than VHS. A DVD writer will let you create DVDs, but you will need iDVD or a similar DVD authoring application. I'm not sure of the options that are available for a G3 based Macintosh, since there is a lot of processing and since that most DVD authoring applications will require a G4 with Altivec to give decent speed. For a VCD, you would need some tools, like VCD Builder or Toast Titanium. That's pretty much what I can think of right now.
