You can just drag bookmarks from Safari into a mail message, but that's just the address, not the title. Is that enough?
This is something I use occasionally - I don't remember where I got it from. Add the following as a bookmark to Safari; selecting it will open a new mail containing the current address.
javascript:location.href='mailto:? SUBJECT='+document.title+%0A%20%20'&BODY=%3C'+escape(location.href)+'%3E '
