A new iBook should have OS 9 installed. If not it's on your restore disks. Panther works fine with 9.1 if that's what you've got. Yes, you should be able to get it off the G4 disks using Pacifist.

My iBook came with a third installer disk that included an OS 9 Classic installer. IIRC neither the disk nor the installer file identified it as such, it wasn't until the installer was run did it indicate it would install OS 9. So check your installer disks.
