Wallstreet is running fine on 10.2.8. Will probably remain there for ever. I'm hoping to find a version with the broadcom chipset.

AFAIK some Belkin cards have a Broacom chipset and work with built-in drivers in Mac OS X (I have one of those :-), it came in a redish box); some have a Ralink chipset and need drivers, available at the Ralink web site ralinktech.com (these seem to be the ones in a grayish box, but I am not sure), again for Mac OS X.
As far as Mac OS 9 is concerned, I do not know.
My Belkin card works great in a Wallstreet running 10.3.8 (installed with XPostFacto).
