You don't need to install 10.2 first. In fact, when I went from 10.2 to
10.3, I did backup key files in my home directory and just formatted my OS X
partition before installing 10.3. It just ensures that no "garbage" will be
left over.

As for Xpost Facto (that's what I think you mean), I don't know about it so
I can't comment on its installation.
