I think that's true; I remember reinstalling OS 9 on my WS, and
running through the "customized" options to see (& change) the items
to be installed or not; I noticed all the USB items were unchecked.
I quit, stuck the card in, started the installer again, and noticed
the items were checked.
So you should either install the OS with the card in the slot, or
manually check everything with "USB" in the name.
If you rerun the installer, isn't there an option to (something like)
"add or remove system components"? That lets you add the USB files
without reinstalling the whole system. I seem to remember that
option, but it's been a while, so it may not really exist!
