Critical correction:

There should be a space before the digits "1" and "0" in order to activate/deactivate the Debug menu in Safari through the Terminal.

To activate, quit Safari, go to Terminal and type this command, then hit Return to activate:

defaults write com.apple.Safari IncludeDebugMenu 1

To deactivate, quit Safari, go to Terminal and type this command, then hit Return to deactivate Debug:

defaults write com.apple.Safari IncludeDebugMenu 0

and press return.

Relaunch Safari, and the Debug menu should be gone.
