Actually it doesn't. Powerbooks use their cases as part of the heat sink, and Pentium-4 based laptops step the CPU speed way down.

The new Pentium M class run cooler but also sport big fans. I was loading Adobe Creative suite on a new one the other day and it was like having a space heater on my desk, with a fan blasting hot air out the side. Powerbook fans come on at higher temps.
