It means that the boot disk for the installation (the CD, the HD, a ZIP,
RAM DISK or one monster of a floppy) needs to be OS 8.5 or later. Since
the CD has OS 9.1 on it it will work.
What it applies to is a system that is running say OS 8.1 that boots off
the HD and then the OS 9.1 CD is mounted either from the CD or over the
network. This won't work. It's generally a good idea to boot from the CD
but in a few cases it's not possible, like when you don't have a CD drive.
Pretty much all Power Macs can run OS 9.1 and MOST have a CD but not all.
