Probably because the old phone lines can't achieve speeds of 5Mbit.

What they do here is that they (KPN) prepare every quarter/part/area of a
crowded city for ADSL. If it is available then you can order it. You can let
someone install it for you, but it was cheaper to install the ADSL myself and
so I did it myself and it was very easy. They send me a splitter and ADSL
Ethernet modem. You put the splitter between your incoming phone line and the
ADSL modem. That way you have the advantage of the ADSL speed and are able to
use the phone at the same time. You connect the modem to your Ethernet card
(there are USB versions aswell, but _much_ slower), install the software which
comes with the package (for the protocol PPPoE (PPP over Ethernet) one uses
Enthernet and for the ADSL protocol in Holland PPPtP (Point-to Point protocol
which also goes via Ethernet) I use LAN TunnelBuilder). Then configure TCP/IP
to connect to the modem using a browser and then configure it according to the
ADSL specs. Then configure TCP/IP with your ISP settings, configure the ADSL
software and you're done.
