Mac OS 9.x comes with Personal Web Sharing. You can install this if you didn't specify it during the installation process. If you want more advanced features, there are other programs for Mac OS 9.x, like Apple's AppleShareIP, Quid Pro Quo, WebStar, and Tenon WebTen.
