I believe It was because of apple's change back towards education, and what
administrators have to deal with when it comes to large amounts of macs
(hence net booting, and all kinds of goodies).

Multi-users are supposed to stop the things you're talking about now, ie if
you have kids set them up with their own login and don't give them access to
the system folder.

Play with the multi-users control panel. Set one up one account for yourself
as the power user who can do anything, then setup another one for the family
or your kids.

There is a lot of power there if you play with it for a bit... You can
either set it up so they can only see certain applications (kind of like at
ease just nicer) or sothey can't access the system folder or specific
files/folders, or only have access to certain directories (like one where
you put explorer, an email app, their games, etc).

You can even allow them to play some CD's and not others... It's pretty
cool.
