I guess the basic question is ; can a B&W G3 work with PC66 type RAM ?

The B&W isn't designed for PC66, but if it works with what is purportedly
PC66, then it works.

Some DIMMs are actually faster than marked, due to the shortage of slower
speed chips.

I have some sticks which are marked PC66 but are actually PC100, if you
decode the part numbers on the chips themselves.

Also 1, what bothers me is that although by box is "working" , did I get what
I paid for from OWC?

When did you buy the DIMMs from OWC?

PC66 sticks haven't been made for quite a while (1998 ?), and at least where
I reside PC66 sticks cost more than PC100 sticks, which, in turn, cost more
than PC133 sticks.
