If you boot off a specially created CD your computer will be 
impregnable, although I'm not sure about reboots if someone forces a 
quit with [Cmd][Control][Power].  If the hard disk has no active 
system it may go to the CD drive by default without [C] being held 
down at startup.

Alternatively you could use iCab instead of Explorer. It has a kiosk 
mode for just this situation.
