People have mentioned locking the file or creating a start up AppleScript
(good ideas). You could go one step further and use ResEdit (or some other
tool like File Typer) to set more flags. I don't think you'll have to resort
to this -- there's no reason Exploder wouldn't work with a locked
Preferences file.

Your best bet, however, is to use <http://www.icab.de> (yes, I know it was
already plugged). It's worth mentioning again since it's _ideal_ for public
situations and has a password-protected "Kiosk" mode. Of course, this
assumes you only want to allow access to the web browser.

PS iCab now does pretty much 95+% of what Explorer does. 128 bit security,
JavaScript (you can login to Hotmail, on-line web banking sites (here in
Canada), etc.), plug-ins, css, etc. You just have to tell it to say it's
Explorer 5.x or Netscape 4.7.x and you're set (same applies to OmniWeb in OS
X and Opera).
