After perusing the Apple website, I really didn't see any signs saying only
institutions.  They sort of alluded to allowing educators as well to
purchase these machines.  Therefore, if your mom (and this is the crucial
part) is a certified teacher, then I don't see why she wouldn't be able to
purchase this machine, however if she is a parent who has taken on the
burden of home schooling her kids and is not a certified teacher, then I
don't think she'll be able to get one. Did you check to see if students are
allowed to get them?
