If you have a bootable CD, change the startup disk to that, then power off
and restart. If that's delayed too, it's not your hard disk, maybe the RAM
test as others have suggested. If it is, check out the HD with the usual
tools (Norton or whatever you have). Maybe defrag, but in any case make
sure you're all backed up should it be about to die.
