Yes. It would. I would suggest looking at the PCI SLOT itself. There is 
the possibility that the connector is also broken and has pins that are 
shorted. A shorted PCI bus will prevent a computer from booting up and 
will also prevent voltage regulators from allowing the Power supply from 
being able to power up.  This is assuming that you have already removed 
the broken card. Also look for any metal debris on the Mobo itself.

Since you are also in the close proximity to where the broken card was 
looking at the jumper settings , also look first to see if possibly the 
jumper may have come off or is shorted in the wrong setting for the 
power supply that you have in there now. Who knows ?
