That's Apple Modem Updater version 2.0 which was meant to update Macs before
your Quicksilver and the OS it came with.  See Apple's Knowledge Base for
Article 85018.  Also follow the link to Article 24482 which give a lengthy
and seemingly thorough discussion of modem connection speeds and problems.
