I found out why the internal modem wasn't being seen. There is a special extension for it, which hadn't been installed. I extracted the extension using Tome Viewer and all is well. Or at least so-so. It's still not as fast as it should be, but I haven't finished experimenting with modem inits and I haven't applied the modem updater yet.
