in os 9, you have to use a system folder that's been booted to and has a
valid finder prefs and desktop file, or something to that effect.  in
any case, make a scratch partition, but on the os and junk you want,
boot to it, reboot to your normal partition and you should be able to
burn a usable disk from your scratch partition.  irritating but not
entirely surprising.
