I've seen and used 3.1 (never seen it on CD actually), 95, and 98 on floppy.
Winblows ME and newer no longer even allow you to format a "boot disk" (so,
trouble shooters beware -- use a Win 98/95 machine to make a bootable disk
before trouble-shooting a newer computer).

As for "writing" to disks -- I still remember M$ Word 5.0 and M$ Office
4.2.1. With floppies I was paranoid about my installer disks being modified
by accident so I *always* locked originals.

With M$ it worked out beautifully (except for that I had to make a copy of
the 1st disk) because it flaked out on me after wanting to write
registration info to disk -- I hate modifying originals, especially if it
makes them impossible to resell (with personalised information on them)...
it's not like I'm going to use software forever so I'd rather be able to
sell later.

PS Someone wrote that drivers are available on-line -- that may be the case,
but quite often you *also* need the CD to install these drivers because the
drivers happen to use some Winblows code as well.

Ah well, that's why I'm a Mac user.

Mac users rule. Winblows users drool.
