Bootp is more commonly used when the client doesn't have a hard
drive, and needs to get its OS from the server over the network.
Recent servers can serve dynamic ip addresses (as you've noticed).
DHCP is more common than bootp.  Searching for dhcpd will get a
bunch of information.

It's been a while since I've dealt with it, but I set up my mother's
Mac (6100/OS 8.5) on the @home network.  @home had a slightly modified
dhcpd server that required some extra information from the client to 
serve correctly.  I needed a modified TCP/IP control panel to use it.
If you're passing the DHCP requests through the gateway PC, it's 
possible that your ISP is using a funky dhcpd server.

If the PC is running a dhcpd server, usually if you're using IP 
masquerading, then you should be able get the server to write error 
logs to see what's going on.  If you are running masquerading, well, 
personally I'd just dump dhcpd and use static IPs.  It's easier to 
read the traffic logs and I'm also a bit biased because the dhcp 
server on my office network has been unusable for about a year (I 
assume someone's running a rogue server).
