I think you're right.  I turned it off and again couldn't get a startup.  I

removed the PRAM battery and unplugged it for a few minutes, put it back
and then it started up fine.

I'll try your idea of adding in a bunch of drives to tax the psu.  (I
haven't been able to figure out how to test the psu during boot--the plug
has to be connected to start up--guess I'll have to take the psu apart or
something.)

Also--how important is the outlet ground?  None of mine in this house are
grounded (even though they've got the 3rd hole)--ancient ancient wiring.
If it's that important, I could run one to a cold water line or a radiator
or something.
