I have a feeling that somehow when I was installing osx a year ago I messed
up the firmware but I'm not sure if I did, and if I did I don't know how to
fix it.

A failed install of X can and WILL really mess up a Beige G3.

Beige G3s are the only "Old World" desktop Macs officially supported by X.

For a Beige G3 with problems similar to those described, you must manually
clear (reset) the P-RAM at least ten times in one power-on sequence in order
to fully clear the P-RAM to a set of usable values.

Power the machine off, then power it in into the P-RAM reset sequence. Wait
until at least ten chimes have been heard, then allow the boot process to
continue, but boot into your MacOS 8 install CD-ROM or a rescue CD-ROM
(Norton, e.g.).
