I recently installed an ATI Radeon 8500 AGP Card and didn't have any
problems at all.  I have a 17" Apple CRT.  Did you run the install disc and
drivers with all extensions but the base extensions turned off?  My install
manual is emphatic about installing the drivers and software with all
extensions except the base extensions turned off or otherwise you won't get
an onscreen picture.  I don't know if you did that or not, but it's worth a
try and see if it works.  Also, make sure the card is in place properly.
Mine was a little difficult to get it to go all the way down into the slot
and I had to apply some pressure and work with it to get it all the way in.
Just a thought.
