Yes any PCI or laptop machine with a Radeon in can be enabled to use 
Quartz Extreme.

People with G4 upgrades have noted it makes a lot less difference to 
everyday OS X use as QuartzStandard is optimized for G4s anyway and 
uses AltiVec when available so shifting the processing over to the 
Radeon card only really frees up cycles going through the AltiVec 
handler. It's still quite nice to have though all the same.
