Hello

The on-board video card is most likely the "Stock" ATI Rage 128Y 16MB 
PCI Card.

The two rows of external pins are for an  add-on  MP3 Decoder Assembly 
which is needed for playback of DVD if, of course, you have a
CD-ROM/ DVD-ROM installed. Otherwise, the Decoder  serves no function 
with a "standard" CD-ROM

BTW. I believe that the Radon 7000 series of Video Cards have the MP3
