Hello The on-board video card is most likely the "Stock" ATI Rage 128Y 16MB PCI Card. The two rows of external pins are for an add-on MP3 Decoder Assembly which is needed for playback of DVD if, of course, you have a CD-ROM/ DVD-ROM installed. Otherwise, the Decoder serves no function with a "standard" CD-ROM albert B&W V1 /G4 500 / "Stock" ATI Rage 128 / DVD-ROM BTW.
