What sort of Windows network is this? If it's NT Server, it includes NT 
Services for Macintosh, which will allow you to access Windows file 
servers and printers. Information on setup is available on the MS web 
site. Your system administrator will have to do this for you. 
Alternately, you could install OS X on your machine.

If they have a Windows peer network, such as a bunch of independent 
Windows 98 machines linked together, OS X, VPC or Dave are the about 
the only way you'll accomplish what you want.
