Honestly you won't like the answer. I had similar problems with the 
CANT BOOT message and reformatted the drive under OS 9. Then...

1. You'll have to install the original memory that came with the 
machine. Remove aftermarket RAM you have added. Also, the RAM must be 
the same speed in ns. There is a program called DRAM Checker for OS 9 
that can check this for you. I ended up putting back my original 3 
sticks of 64 MB RAM, all 66ns.

2. Run the installer for Jaguar. You will want to do a custom install 
as you will only want to install the items that are already greyed out. 
Remove the checkmarks next to the other items.

3. The installer should run OK and finish.

4. Reboot

5. You should now install from the CDs extra packages you may need 
(additional software, printer drivers, etc.)

I did it this way and my Jaguar has been running problem free for 24 
hrs now. A new record.

BTW, I have a 266 Tower/192 Mb RAM.

Also, you may want to do a search at the Apple Support discussions. 
They have some good ideas over there.
