I am responding to this in amazement.

I have never seen any published reference to this "problem" and find it 
hard to believe that there could be any window checkoff Preference Box 
that would do this, in OS9 or X or whatever,  but, etc ?

Maybe  some Apple Inc. Type monitoring this List could enlighten Us.

Personally, I would do a Clean Reinstall and trash the previous System 
Folder
