I think the second part quoted is a major reason for his problems. 
Installing every exe sent to you by a teenager is an excellent way to
scramble a PC, and very likely get it infected with every virus and Trojan
around. 

What are these exes anyway? Warezed games? Better to buy him an actual game
platform that can't be messed up by users.

It would be nice to wean him off Windows, but if you can't get something
like GoBack, which makes automatic snapshots of every file as it's changed
and can be used to selectively or universally wind back changes (as from an
unwise install).
